Evaluation and Impact Consultancy for Local Cultural Education Partnerships (LCEPs) in the West Midlands

Arts Connect is seeking an experienced consultant/s to support LCEPs in the West Midlands in developing an evaluation framework and methodology, with the skills and understanding to capture and describe each LCEPs’ impact and outcomes data. This should include a review and report on the current performance of the LCEPs as well as working with Arts Connect to create a structured approach to collating, analysing and presenting LCEP data regionally. Arts Connect is working to enable LCEPs to capture the impact of their delivery to support and advocate locally, regionally and nationally, for the development of these partnerships with a view to them being self-sustaining by 2023.
We propose that the consultant would work initially with up to 5 LCEPS in a pilot phase from November 2021 to March 2022, with the intention that the framework would then be shared and ‘rolled-out’, with support from the consultant/s to the other 9 Local Cultural Education Partnerships (LCEPs) in the West Midlands. The consultant/s would also work with Arts Connect to develop a framework to collate and analyse the data from all the LCEPs to provide regional reports that can be shared publicly.
Role: The purpose of this evaluation would be to develop a pilot with 5 LCEPS to evaluate and report on the outcomes and impact value of their LCEPs then to share this practice in a session with all LCEPS. This will be followed by work with the other 9 LCEPs to deliver, using the designed evaluation methodology, the total range of quantitative and qualitative data, which forefronts and captures the arts and cultural experiences of children and young people, those adults that support these experiences, and the impact of the LCEP on the quality of these partnerships across sectors.
Location: Working from your own premises, as well as visits/training (live and on-line) in a variety of locations within the West Midlands.
